Quotas and tiers

Rate limits are enforced at the API based on organization plan / policy. Hitting a limit returns rate_limit_exceeded (HTTP 429). Implement exponential backoff.

Per-key monthly spend caps are configured on each API key. Platform operators manage org-wide policies from the Lite Admin Command Center — this console surfaces your usage and key limits, not policy editing.
